Local Development Framework

The new style of Local Plan is called a Local Development Framework (LDF). LDFs are formatted differently to Local Plans and involve a new process that has been designed to speed up the process, ensure environmental issues are better integrated into the decisions that are made and be more accessible to the public.

The LDF is a portfolio of documents, which provide the basis for guiding future development within the borough. The different types of documents that will be included in the LDF portfolio are listed below. The relationship with the exisiting Local Plan can be found under the Local Plan Page

Development Plan Documents
Development Plan Documents (DPDs) outline the council’s policies for development within the borough. The DPDs carry the most weight for making decisions on planning applications. The combination of DPDs from the borough and regional policies from the Regional Spatial Strategy (RSS) make up the statutory development plan.

The LDF should include the following development plan documents:

I    Core strategy

II.  Site Specific Allocations of land

III. Area action plans (where needed)

A proposals map illustrating the spatial extent of policies must be produced and maintained to accompany all DPDs. 

Document setting out the key elements of the planning framework for the area, comprising of a spatial vision and strategic objectives for the area. Containing core policies and a monitoring and implementation framework with clear objectives for achieving delivery.

 Allocate land for specific uses such as housing or employment. The identification of sites should be founded on a robust and credible assessment of sustainability, availability and accessibility of land for particular uses or mixed uses.

Area Action Plans (AAP) should be used to provide the planning framework for areas where significant change or conservation is needed. AAPs should focus upon implementation, providing an important mechanism for ensuring development of an appropriate scale, mix and quality for key areas of opportunity, change and conservation.

Statement of Community Involvement (SCI)
This document sets out the standards to which the Local Planning Authority will engage and consult the public and other stakeholders during the production of the LDF and when dealing with planning applications.

The draft SCI (submission draft) went out for consultation from 4 January 2006 to 15 February 2006, The SCI was approved by Full Council for submission to the Secretary of State in March 2006. 

Supplementary Planning Documents (SPD)
SPDs are intended to expand upon, or provide further details to, policies in DPDs, but do not carry the same weight in determining applications.

Local Development Scheme (LDS)
The Hinckley and Bosworth LDS outlines the borough council's timetable and programme management details for the preparation of the new style LDF which will replace the adopted Hinckley and Bosworth Local Plan.

The LDS contains the following information:

  • An explanation of the changes that have been made to the planning system
  • Identification of the borough council's priorities for policy and guidance preparation over the next three years
  • An indication of the priorities beyond this three years

Sustainability Appraisal (SA)
Hinckley and Bosworth Borough Council is required to produce a SA of its LDF.

SA is a process by which the ‘sustainability’ of a plan under preparation is assessed. A four week consultation exercise took place between 26 August and 15 September 2005.

Annual Monitoring Report (AMR)
The AMR is produced by Hinckley and Bosworth Borough Council. It contains information on the implementation of the LDS and the extent to which the policies set out in the adopted Local Plan are being achieved. To view a copy of the AMR follow the link below.

Issues Papers

An Issues Papers consultation event was held between Monday 10 November to Monday 22 December 2003 across the Borough. The responses received have been collated and analysed and a report was approved by the council's Planning and Regulatory Committee on Tuesday 23 March 2004.
